This video is just one aspect of many features available from Windows DNS. This how-to video on Microsoft Windows Server 2008 domain name service (DNS). This shows how to modify your DNS server to perform WINS lookups. Server 2008 can not be a WINS server, but it can still use WINS. WINS servers are able to utilize NetBIOS across routers. NetBIOS is not routable. That means it is good for local networks only
